Los ayuntamientos y la figura del alcalde en Michoacán en los albores del siglo XIX (1820-1835)

Abstract

Este es un estudio sobre los Ayuntamientos y los Alcaldes en el siglo XIX, con el objetivo de analizar cómo fue que se integraron estos cuerpos colegiados y cómo fue que funcionaron en los primeros años de vida del México Independiente. De igual forma, se estudia al Alcalde dentro de los Ayuntamientos para entender cómo fue que de ser un juez dentro de sus comunidades, este funcionario empezó a tener un peso preponderante dentro de los Ayuntamientos, al ocuparse también de la dirección del Ayuntamiento y de realizar otras actividades administrativas. Para comprender la dinámica que se gestó al interior de los Ayuntamientos y las actividades que desarrollaban los individuos del Concejo fue preciso realizar un estudio de los Ayuntamientos Castellanos y sus funcionarios, y de cómo fue que estos se adaptaron al contexto novohispano, para en el siglo XIX dar paso a los Ayuntamientos Constitucionales, y más adelante a los Ayuntamientos que se formarían al amparo de la legislación nacional en cada uno de los estados que integrarían al México Independiente. Finalmente se estudia el momento de transición en que los Alcaldes empiezan a ser sustituidos dentro de sus Ayuntamientos por los Presidentes Municipales, y por los Jueces de Letras, quienes se encargarían, ya en plena mitad del siglo XIX, de los asuntos que anteriormente conocían los Alcaldes dentro de sus comunidades, llegando así el ocaso de los Alcaldes en los Ayuntamientos.

This is a study on city councils and mayors in the nineteenth century, with the aim of analyzing how it was that these collegiate bodies were integrated and how did that worked in the early years of the Independent Mexico. Similarly, the Mayor within the municipalities is studied to understand how it was that of being a judge within their communities, this official began to have a preponderant position within the municipalities, to also address the management of the City and make other administrative activities. To understand the dynamics that developed within the municipalities and the activities carried out individuals Council was necessary to make a study of the Castellanos municipalities and his officials, and how was that these were adapted to novohispano context for the century XIX make way for the Constitutional Councils, and later to the councils they would be formed under national law in each of the states that integrate the Independent Mexico. Finally is studied in the moment of transition the Mayors begin to be replaced within their municipalities by the Municipal Presidents, and by trial judges, who would be responsible, and right in the middle of the nineteenth century, the matters previously knew the mayors within their communities, reaching the twilight of the mayors in the municipalities.
