Resumen
El objetivo de la presente investigación es analizar el proceso de transformación del marco jurídico relacionado con el fomento del Sector Social de la Economía (SSE) y de la Economía Social Solidaria (ESS) por parte del Estado para identificar los aspectos esenciales y el papel que han desempeñado en la implementación de las políticas públicas tanto a nivel federal como en la entidad de Zacatecas en el periodo de 1980 a 2021.
Nos interesa analizar desde un enfoque interdisciplinario apoyado en las ramas del Derecho Administrativo, Económico, Constitucional y Parlamentario además de la Historia, Ciencia Política y la Economía Social Solidaria los cambios en el marco jurídico relacionado con el SSE y la ESS desde el nivel federal hasta el orden estatal por medio de las leyes, programas y demás decretos emanados tanto del Poder Ejecutivo como del Legislativo. Para conocer los aspectos esenciales que mejor impulsen o fomenten las prácticas y actividades económicas del SSE, de ESS y del Cooperativismo para lograr una incidencia legislativa por medio de la construcción de una propuesta de iniciativa para actualizar la ley en materia de ESS en la entidad de Zacatecas.
Entre los resultados esperados esta investigación puede contribuir significativamente en el entendimiento y fomento de la ESS y el Cooperativismo en la entidad. La identificación de distintas leyes y regulaciones clave de apoyo al sector social a nivel local proporcionará una base sólida para comprender el marco jurídico y su transformación en las últimas décadas.

Abstract
The objective of this research is to analyze the process of transformation of the legal framework related to the promotion of the Social Sector of the Economy and the Social and Solidarity Economy by the Government in order to identify the essential aspects and the role they have played in the implementation of public policies both at the federal level and in the entity of Zacatecas in the period from 1980 to 2021.
We are interested in analyzing from an interdisciplinary approach supported by the branches of Administrative, Economic, Constitutional and Parliamentary Law in addition to History, Political Science and Social and Solidarity Economy the changes in the legal framework related to the Social Sector of the Economy, the Social and Solidarity Economy and Cooperativism from the federal level to the state order through laws, programs and other decrees emanating from both the Executive and Legislative Branches. In order to know the essential aspects that better promote or encourage the practices and economic activities of the Social Sector and Social and Solidarity Economy in order to achieve a legislative incidence through the construction of a proposal of initiative to update the law in matters of Social and Solidarity Economy in the entity of Zacatecas.
Among the expected results, this research can contribute significantly to the understanding and promotion of the Social and Solidarity Economy and Cooperativism in the state of Zacatecas. The identification of different key laws and regulations supporting the social sector at the local level will provide a solid basis for understanding the legal framework and its transformation in the last decades.
