El lugar de participación de México en el espacio global :

Abstract

RESUMEN Escribimos esta tesis para obtener el grado de Doctora en ciencias Sociales y Humanidades en la línea de investigación de historia en la Universidad Autónoma de Aguascalientes. Este trabajo aborda un problema filosófico desde la historia. Nos propusimos estudiar la historia de México y el discurso de su política exterior para comprender el comportamiento de nuestro país en el espacio global entre los años 1988 y 2012, a partir de un modelo global: la Organización de las Naciones Unidas. Nos preguntamos cuál es el papel que desempeña México en la ONU, a partir de la categoría lugar de participación, que se deriva del concepto “lugar de enunciación” del autor Walter Mignolo. Este concepto es nuestra innovación teórica y contribución al conocimiento en las Ciencias Sociales. Para responder a esta pregunta, analizamos el discurso histórico de la política exterior de México y su contexto, así mismo el discurso proveniente de los indicadores mundiales. Nuestra tesis pretende sostener que a partir de estos dos discursos se definen las posibilidades de acción de México en el espacio global. En el primer capítulo, Elementos teóricos significativos de la Historia, la Filosofía y las Relaciones internacionales para el desarrollo de la investigación, ubicamos nuestro objeto de estudio dentro del conjunto de las teorías existentes, que hemos retomado, con el propósito de precisar en qué corrientes del pensamiento se inscribe y en qué medida representa algo complementario. Además, esta introducción teórica tiene la finalidad de dar cuenta al lector de cuáles fueron las motivaciones que nos llevaron a abordar el tema, hacemos una breve crónica del camino recorrido y dejamos en claro los supuestos de los que partimos. En el segundo capítulo, Del lugar de enunciación al lugar de participación: Una crítica poscolonial al México del siglo XX, nos daremos a la tarea de presentar las bases teóricas de nuestro estudio: La teoría poscolonial, la teoría decolonial, la hermenéutica pluritópica, la geopolítica y la historia de México. Esto para introducir dos categorías: la primera, el lugar de enunciación, de dónde surge la segunda, el lugar de participación. En la segunda categoría se encierra la innovación teórica de esta investigación. El tercer capítulo, Historia de la política exterior de México: de la independencia al tercer milenio, a partir de la historia y la geopolítica de nuestro país nos proponemos comprender su relación con el contexto mundial, así mismo, los diferentes proyectos y doctrinas que dieron lugar a la política exterior, a grandes rasgos desde la independencia de México y con mayor atención en el periodo que nos atañe, 1988-2012. El cuarto capítulo, México en la Organización de las Naciones Unidas, 1988-2012, presentamos los espacios que ha ocupado México en la ONU y como ha sido su papel, contrastaremos su desempeño con el proyecto de la política exterior y con el papel de otros países; posteriormente, interpretaremos su situación a partir de la categoría lugar de participación.

SUMMARY We write this thesis for the degree of Doctor of Social Sciences and Humanities in the research of history at the Autonomous University of Aguascalientes. This paper addresses a philosophical problem from history. We set out to study the history of Mexico and its foreign policy speech to understand the behavior of our country in the global space between 1988 and 2012 from a global model: the United Nations Organization. We ask the question : what is the role of Mexico in the UN , from the category rather than participation , this concept is our theoretical innovation and contribution to knowledge in the social sciences. To answer this question , we analyzed the historical discourse of Mexico 's foreign policy and its context, we also analyze the speech from global indicators . Our thesis seeks to sustain that from these two speeches, the possibilities of action of Mexico are defined in the global space In the first chapter, significant theoretical elements of History, Philosophy and International Relations for the development of research, we place our object of study within the set of existing theories, we have retaken the purpose of specifying what currents thought you join and how much represents something complementary. Moreover, this theoretical introduction is intended to give account to the reader what were the motivations that led us to address the issue, we make a brief chronicle of the journey and we made clear the assumptions that we left. In the second chapter, the locus of enunciation to the place of participation: A postcolonial critique of twentieth-century Mexico, we will to the task of presenting the theoretical basis of our study: Postcolonial theory, the theory decolonial, hermeneutics pluritopic, the geopolitics and history of Mexico. This is to introduce two categories: first, the locus of enunciation, where the second arises, the place of participation. In the second category theoretical innovation of this research is enclosed. The third chapter, History of Mexico's foreign policy: independence the third millennium from history and geopolitics of our country propose to understand their relationship with the global context, also, the different projects and doctrines that they gave foreign policy rather broadly since independence from Mexico and more attention in the period that concerns us, 1988-2012. The fourth chapter, Mexico in the United Nations Organization, 1988-2012, presented the spaces has held Mexico in the UN and as has been their role, their performance will contrast with the draft foreign policy and the role of other countries; then we interpret their situation from the category rather than participation.
