Recepción y puesta en marcha del marco curricular común de la RIEMS en Aguascalientes

Abstract

Esta investigación describe el proceso de recepción e implementación del Marco Curricular Común (MCC) de la Reforma Integral de la Educación Media Superior en Aguascalientes, a diez años de su inicio, a través de la experiencia de actores de la gestión del sistema en instancias estatales y federales públicas que operan en la entidad. Muestra algunos procesos de su implementación, destacando condiciones del contexto de la gestión del sistema, avances en la implementación de la reforma y las características que dificultan su implementación. Es un estudio cualitativo que utilizó la entrevista a profundidad para recoger la perspectiva de funcionarios seleccionados intencionalmente por su conocimiento de la implemetación de la reforma. Recupera las aportaciones de la investigación de implementación de políticas públicas y el cambio educativo, entre otras. La pregunta de investigación que orientó el estudio es: ¿Cuál es la experiencia de los actores de las instancias de gestión del Sistema público federal y estatal de Educación Media en el proceso de recepción y puesta en marcha del Marco Curricular Común en el bachillerato de Aguascalientes? Los resultados muestran que hubo condiciones de la gestión del sistema al inicio de la reforma que no fueron consideradas y situaciones que surgieron en el contexto local que no fueron atendidas oportunamente para una promoción efectiva de la implementación del Marco Curricluar Común. Encuentra diez aspectos del funcionamento del sistema que, según los funcionarios entrevistados, mejoraron su desempeño con la implementación de la reforma pero que siguen representando retos importantes para que la mejora continúe, así como cuatro condiciones del funcionamiento del sistema que limitan, al mismo tiempo, la atención al Marco Curricular Común y a la reforma en general. Concluye reiterando la importancia que tiene, en el diseño y operación de una reforma, considerar las condiciones de las estructuras locales que serán responsables de apropiársela e implementarla, así como reconsiderar el rol de las instancias centrales encargadas de la reforma a nivel nacional.

This research describes the process of receiving and implementing the Common Curriculum Framework (CCM) of the Comprehensive Reform of Higher Secondary Education in Aguascalientes, ten years after its inception, through the experience of the actors in the management of the system in instances state and federal agencies that operate in this State. It shows some processes of the implementation of the Common Curriculum Framework, highlighting the conditions of the context of the management of the system, the advances in the implementation of the reform and the characteristics that hinder its implementation. It is a qualitative study that used the in-depth interview to gather the perspective of informants intentionally selected for their knowledge of the implementation of the reform. Retrieves the contributions of research on the implementation of public policies and educational change, among others. The research question that guided the study is: What is the experience of the actors of the management instances of the federal and state public system of higher secondary education in the process of reception and implementation of the Common Curriculum Framework in Aguascalientes? The results show that there were conditions of the management of the system at the beginning of the reform that were not considered and situations that arose in the local context that were not attended in a timely manner for an effective promotion of the implementation of the Common Curriculum Framework. Find ten aspects of the operation of the system that improved its performance with the implementation of the reform but still represent important challenges for the improvement to continue, as well as four conditions of system functioning that limit, at the same time, the attention to the Common Curricular Framework and to the reform in general. It concludes by reiterating the importance, in the design and operation of a reform, of considering the conditions of the local structures that will be responsible for appropriating and implementing it, as well as reconsidering the role of the central agencies in charge of the reform at the national level.
